Create initial Storage Account setup for state storage

Background

We'll need a place to store our state files before we can do much else. Let's get this created!

Action requested

• Create the necessary storage account objects in our Azure subscription.
• Provide either the reusable terraform for doing this, or the documentation required to do it manually.
• If terraform is provided, it should go in the templates folder. If docs are written, they should go in the Self-Service section of the docs repo.

Acceptance Criteria

• Storage account exists in our CDCExt environment
• Terraform or documentation exists at the locations specified above.

Additional context

• There is reusable code already present in the dibbs-playground repo. Can we leverage this?
• Running the terraform will require SU credentials.
