Description:

Add a redirect rule to the elb so that users that navigate to https://dibbs.cloud/tefca-viewer are redirected to the new /query-connector URL

Acceptance Criteria:

When users navigate to https://dibbs.cloud/tefca-viewer and are redirected to https://dibbs.cloud/query-connector
