We need to be able to insert the custom valuesets that have be created or co-created with Helios Q&R folks and through user testing. The valuesets currently existing in SQL and need to be transformed to match the internal schema we are using for valuesets.
Note: This ticket does not include writing a script to insert these custom valuesets or removing the existing migrations that currently add the custom valuesets. That work is in QUE-49
Acceptance Criteria:
[ ] A JSON file has been added to the Query Connector that includes all of the custom valuesets.
