Track "overall" universe #15

          Good question; I'll track this in a separate issue

In at least some cases, when demographic type is "overall," the demographic label is "18+ years," which makes it explicit in the dataset. But this is more truly information that is in the metadata: data from NIS ACM (Adult covid module) are all 18+. I might put this in the datasets yaml or somehting, TBD

In #37, I put this in datasets.yaml. An alternative would be to remove "overall" and add in an 18+ age group.
