Adding CSS improvements for mobile and proposal to close #19 #26

This is an attempt to close https://github.com/CDCgov/opencdc/issues/19. This PR makes the following changes:

Adds some additional classes to make responsive styling easier
Adds a _responsive.scss file which includes media queries for additional styling on small devices
A few tweaks to the main styles to function better on smaller devices

Thanks sir. I don't think this fixed #19 Here's a screenshot from test.open.cdc.gov and the image still doesn't size appropriately...
