Update collaborate.html #9

Not sure I did this right-- may need help. I tried to retitle the page "About" instead of Collaborate. The header in the blue box can stay as "Collaborate." I added in some new text and tried to make it 2 paragraphs. Hopefully that worked. I wasn't sure how to add a link in, so can you have the word "here" link to this page: https://www.cdc.gov/od/ocio/index.htm ? Thanks!

Manually merged in and renamed collaborate.html to about.html and added a link. I think this is what you were looking for, but let me know if you'd like something different.
