How can we begin to have orchestration write eCR processing meta data to the eCR Viewer DB?

I've reviewed the relevant NBS videos, as well as the recent video discussion with Gordon/Boban/Austin. I've also taken the codebase for a spin, reviewed other documentation, and had conversations with Robert and a few others on the team.

As of this writing, we are adding relevant tickets to the Zenhub board
