Summary

Remove turbo and dependency on shared-resources for eCR Viewer
Remove shared-resources package, turbo, and package.json in phdi
Update github workflows

Related Issue

Fixes #2762

Acceptance Criteria

[ ] eCR Viewer no longer relies on turbo to build
[ ] eCR Viewer no longer has a dependency on shared resources
[ ] shared resources is deleted

Re-run npm run convert-seed-data and npm run local-dev
