SPIKE - Investigate steps to build test environment in new RG #132

Create a feature branch and update our TF to be able to deploy to the new resource group.

Please note there is stuff in the existing infra we will no longer need:

DNS (DNSmasq servers and supporting infra)
VPN
Private Endpoints associated with the VPN subnet (since we should be able to reach them from CDC network in the new RG).

Done criteria:

We are able to identify & scope work needed to migrate to the new RG for the test environment
Dependancies on the CDC for the migration (i.e. DMS).
