Connect Azure Logs Monitor to Power BI

User Story

As a stakeholder at the CDC, I want to view ReportStream product metrics on the CDC's PowerBI instance, authenticating with my CDC credentials and not requiring any special permissions.

Description/Use Case

The following document outlines how to connect azure monitor logs to Power BI:

We should create queries based off the work done in #12723 and graph something interesting in PowerBI to prove out the connection and have something to demo.

I previously connected with a couple of Power BI users within the CDC network (refer to Jan 10 notes in the OKR metrics notes document). The were willing to answer any Power BI questions to the best of their capability. They did mention, however, that we may need to go through EDav in order to get permissions to connect.
