A member of A6/USDS on the sender automation team sends an email to the ELR submitter. The email contains the Reportstream.cdc.gov URL with instructions on how to log in and submit a CSV file to ReportStream. Email is sent once the RS team has finalized permissions for me as a user (credentials created, defining the sender schema, creating metadata in Okta, adding the facility to the list of senders)
