User Story As a product manager and ReportStream team member, I would like my dashboard's data source to be the most accurate.

Description For all Blob store events power queries, filter out any data going to the receiver: ca-dph.condition-test.

Acceptance Criteria

[ ] Filter out ca-dph.condition-test in both past and future Blob Storage events queries
[ ] Update power query .json file.
[ ] Publish updated OKR Metrics Dashboard
