Test ELIMS data/message in staging with NY

Problem statement

This quarter, we will be setting up CA and NY to receive test data from ELIMS in staging. As Platform team is wrapping up their work, we want to obtain some test message data from ELIMS and test it locally. This will set us up for testing in staging with NY and CA the rest of the quarter.

Before starting

• [x] Glenn add Victor to ELIMS weekly sync
• [x] Platform to finish PR #13018 and test ELIMS data locally to ensure a lossless byte-for-byte movement through the UP

Suggested process

• [ ] Using diagram, determine which fields should be used for routing. See email response in Diagram above for more details
• [ ] "elims-elr" receiver created for ca-dph in staging environment
• [ ] "elims-elr" receiver created for ny-dph in staging environment
• [ ] Add routing configuration to ca-dph in the UP in staging that ensure correct ELIMS messages are being routed to CA
• [ ] Add routing configuration to ny-dph in the UP in staging that ensure correct ELIMS messages are being routed to NY
• [ ] Inform ELIMS to send test messages for CA and NY (copy Julie Crowder and Glenn on communication)
• [ ] Check that ALL ELIMS messages intended for CA and NY are passing through the pipeline and being sent to CA and NY
• [ ] Check that ALL ELIMS messages sent to CA and NY are lossless and byte-for-byte identical to the messages sent from ELIMS (and are not impacted by any receiver settings/filters/etc)
• [ ] Confirm receipt by NY (we are unable to make changes to the messages, so issues need to be communicated to ELIMS)
• [ ] Confirm receipt by CA (we are unable to make changes to the messages, so issues need to be communicated to ELIMS)
• [ ] Review with Victor when above criteria are met

Acceptance criteria

• [x] Two ELIMS test messages sent to NY in staging are lossless and byte-for-byte identical
• [x] Two ELIMS test messages are received by NY
• [x] Tracking of approvals and any changes requested/made are consolidated in one place (TBD on location, but consider this message tracker)
• [x] Tracking of hurdles, feedback, and conversations with external partners noted as comments in this ticket
