Add MARS_OTC_ELR to the end2end UP test

Problem statement

With the completion of the work for MARS_OTC_ELR, we will want an end to end test that verifies that reports with this topic are moving all the way through the universal pipeline. The test should be added to the pattern created on https://github.com/CDCgov/prime-reportstream/pull/13679.

What you need to know

A MARS_OTC_ELR Topic scenario needs to be added to the new end2end UP test.

Acceptance criteria

• [ ] Submit a MARS_OTC_ELR report in HL7 and receive it in HL7 and FHIR.
• [ ] Submit a MARS_OTC_ELR report in FHIR and receive it in FHIR.
• [ ] Create new senders and receivers for this test.
