Complete PRT mappings #16479

User Story

As a RS engineer, I want to ensure all FHIR mappings are completed so that they are maintainable and concise.

Description/Use Case

PRT mappings other than PRT[Device] require changes to the HL7 to FHIR converter library (#15511). The remaining PRT mappings should be completed after supporting changes to the library are complete.

Risks/Impacts/Considerations

This mapping does not exist in the NIST ELR spec. We should confirm UP HL7 receivers would be able to support this segment if sent to them (PRT in ORU_R01 is supported in version 2.7 and later).

The library change is needed specifically to allow PRT mappings to be selected at the message level based on the presence or absence of certain fields within the segment.
