OH - Timestamp Offset Failures #3518

ReportStream team learned from SimpleReport users that SR results may not be reaching OH-DOH via RS. Upon further inquiry with OH-DOH, it was found that OH has concerns with the timestamp contained in RS messages.

It seems OH may not be able to work with the UTC offset that is currently part of our messages.

@MauriceReeves-usds @RickHawesUSDS OH raised an issue similar to WA with the time offset. OH reports that removing the offset solves the issue.

No next steps or timeline has been promised yet to OH.

@MauriceReeves-usds with the fix for WA created, can we do the same for OH and IL as well?
