Problem statement

DCT keys for signing images need to be added to a key vault in each environment, as it currently only resides on staging. Once signing keys are available, add environment variables of the key vault names to the "deploy-backend" local action.

Acceptance criteria

[ ] CDC approved signing keys added to key vault in each env
[ ] Env vars updated in "deploy-backend" local action to use they keys

We need to get a public AND private key for the production environment. Chris needs to do this.
