Set Up ReportStream Production and Preview OKTA Instances #4574

Problem Statement

ReportStream is getting its own instance of OKTA for authentication and authorization. We need to set up and configure the production and preview instances and migrate our ReportStream groups and users from the HHS instance to our new instance.

Acceptance Critieria

Once we get the instance setup generate an API token named "CDC CSPO - Splunk" and send the token to Thomas Brookshire at CDC. (I told him it'd be coming, lookup email from Outlook.)

Also, when we send the token mark the email as 'Restricted Use - Recipients only'.
