To Do

[ ] RS engineer: update this ticket with comments with every interaction with receiver
[ ] RS team member who originates this ticket: add any dependencies, as needed

Met with PR today. Elvis had questions about the Validator header and asked if we needed the FHS and BHS segment. He removed it from batch processing. Elvis tested it and it is working okay. If a message fails, we advised Elvis to contact Tier 1 support. We will wait to hear back from them next week. We should have the data structure figured out by then
