Sendgrid: email setup and daily email

Propose

We have a SendGrid account but need to set it up. Use cases will grow here, but to start we want to be able to send the following automated messages:

• Daily email when there was new data in the last 24 hours
• Weekly digest that calls out key points ... ex: data that hasn't been downloaded over the last 7 days

Requirements

• Get SendGrid license
• Create accounts for team [Matt, James, Drew, ... ]
• Create reportstream@cdc.gov and get access to inbox
• Backend data connection
• Email content + logic
• HTML templates
• Partners should be able to opt out of some emails
