Integrate "What's new" page or content into the SR app #3720

Background

In our first iteration of the "What's new" page, we created a page on the static site to inform users when we added a new feature to the SR app. Although this as the first step, we still need to socialize the "what's new" concept with our users and improve the marketing of this. Our next step is to incorporate message toasters on the app that directly lets users know about new features. These toasters can also be used to direct users to further readings about the new feature.

Kenny to look into alternative designs as this is a heavy engineering lift.

This feature is needed as we roll out the spreadsheet uploader to all users. Can we revisit?
