Research: making ordering provider information optional #4692

Description

Currently ordering provider information (including NPI - National Provider Identifier - https://npiregistry.cms.hhs.gov/search) is required. However, we are getting a lot of bad data for NPI, indicating that users may not know their provider's information or NPI.

We want to encourage users to put in valid NPIs. We are able to validate if an NPI is correctly formatted but we want to give users an avenue to proceed if they are unable to find their provider's NPI.

Update: We heard from Jasmine Chaitram at CDC that ordering provider can be made optional, including NPI.

Design considerations and research questions

Note: There may also be a research spike dealing with race and ethnicity data as CDC is making efforts to standardize those fields across STLTs, so it may make sense to fold this into that work. It would make sense to pair with a RS researcher on this effort.

@lg-king I think they're no longer requiring this field is that correct? (I still think we should consider the "I don't know" option if it's not required, and in fact I feel like it makes it easier to justify)

@vz3 the person at the CDC (Jasmine Chaitram) said that ordering provider in general is not required - though I feel like we should validate this with a few STLTs to see if they'd be comfortable making ordering provider optional. It could also be worth asking STLTs about NPI, though I'd be a little more comfortable un-requiring that one based just on the go-ahead from CDC.
