Story

As a lab, so I can determine how to correct a failed order, I need to be able to view the cause of all delivery failures for orders addressed to me recently.

Question I have on this for the future: How are these errors resolved? Is the expectation that the lab resends all fails? Or will we build a mechanism to replay orders for labs?

Update existing metadata API to make submission ID optional. If submission ID is missing from the request, return a list of orders.
