ReportStream message validator

Story

As a hospital onboarding to ReportStream, so that I can identify changes needed to how order messages are generated, I need to be able to validate sample HL7 order and result messages via the RS message validator.

Acceptance Criteria

• [ ] Required outcomes of the story
• [ ] ReportStream's message validator can successfully ingest a sample Order and a sample Result and provide pass/fail feedback to users

Tasks

• [ ] Understand the LOE for the ReportStream team and coordinate with them to see when this work can be prioritized
• [ ] Create a comprehensive list of acceptable data ranges for each segment being validated
• [ ] Perform necessary testing
• [ ] Demo new functionality to interested stakeholders
