Problem

Currently the production pipeline in targets replaces the path to the hospital admissions model outputs if a state is missing wasyewater. This should probably be refactored in the production pipeline refactor

Requirements

[ ] identify states without wastewater data and create a table of filepaths to correct model outputs
[ ] Use this in the production pipeline
