Create initial model package repo in cdcgov

Problem

model and pipeline code are all mixed together, makes it confusing

Requirements

• [x] cdcgov repo with new model package
• [ ] ability to run the toy data vignette in this package
• [ ] improved documentation of model fitting functions and immediate pre and post processing
