Problem

Passing in non-sequential site numbers is apparently throwing an error, even though these should be ordered internally!

Requirements

[ ] fix bug so that site identifiers can be any set of numbers or characters
[ ] write a test to check that this doesn't cause an error downstream

Context

user feedback while running on their own data
