163 expand R version #164

Attempting to run install of package with multiple R versions in CI. Not sure if there's a more elegant way to do this, but this seemed to work. I think it would make sense to always test both the minimum and latest R release?

I think this is ready for review but we'd want to change the github actions rulesets to check-package to check-package (4.1.0) and check-package (release) once merged
