Add `R CMD check` on macOS to CI #204

Given this, I think we should merge as is and then handle macOS R CMD check in a separate PR

To flesh this out the issue is in the R dependencies and I think may be a transient problem (as otherwise mac users would not be able to use the package which I believe they can)
