Update email address for UCB "Contact Us" #88

Berkeley would like to change the email address for the Contact Us page from data-consult@lists.berkeley.edu to researchdata@berkeley.edu

I think this needs to be updated in this config file: https://github.com/CDLUC3/dash-ingest/blob/master/config/app_config.yml and in this file for XTF: https://github.com/CDLUC3/dash-xtf/blob/master/xtf/brand/berkeley.xml
