Update DMPHub to use the new DataCite metadata schema to support DMPs

Once the new DataCite schema is officially released we need to update the following:

[x] DMPHub view that generates the DataCite/EZID XML
[x] DMPRoadmap view that generates the DataCite/EZID XML (for the generic direct-to-DataCite service)
[x] Update existing DOIs to use new schema
