Change the DOI link on the finalize/publish page #50

Because of an issue with cacheing DOI pages that had not resolved yet we have decided to point the DOI link to the DMPHub landing page. So rather than using https://doi.org/10.48321/D1988J we will direct straight to https://dmphub.cdlib.org/dmps/doi:10.48321/D1988J

I checked, and it looks like it is now pointing to the correct place. This is a hard one to really test since I can't mint a real ID in staging. We should double check this as soon as it's deployed.
