Extra page appearing on downloaded plans #51

After we added the Research Outputs to the appendix of downloaded plans a user noticed that there is now an extra blank page on all downloaded plans. We should set it so only plans that have outputs listed have the appendix added.

Plans w/ no Research Outputs listed now do not contain an extra page when downloaded.
