Lambda - EZID service

Build a Lambda function that communicates with EZID

It should be able to handle both the initial minting of the DOI and updates.

NOTE that this should be invoked before persisting a new DMP!

• Code service based on the current app/services/external_apis/ezid_service.rb and app/views/ezid/minter.xml.erb
• Service should be able to pre-assign DMP IDs like Dryad does, or send back an HTTP 202 'Accepted' which indicates that it is a good request but that it has not processed yet.
  • In this scenario we want to have a queue mechanism that can be paused and submit to EZID later and then send the DMP ID back to the caller (if it was not pre-assigned)
• Return the DMP ID to the caller
• Allow endpoint Lambdas to invoke this lambda
• Build tests
• Add Lambda to CloudFormation

We should allow for dmphub_ezid_mode to be passed in the JSON so that we can force prod to communicate with EZID stage. This will only be valid in prod!

We should coordinate with the EZID team to ensure that the DOI shoulder for prod is also available in stage to facilitate this
