Build an S3 bucket to store:

assets
- CSS, JS and images (that are referenced on DMP landing pages and the DMP entry form)
dmp_documents
- PDF, DOCX, etc. files uploaded via the DMP entry form and downloaded when a system creates a DMP and includes a download URL
Build IAM roles for read and write
Update Lambdas to allow access to the S3 bucket
Add the S3 definition to CloudFormation

Also needs to buckets to store the CloudFormation templates

Done with initial setup. Will create a separate issue to review the CF config more thoroughly
