Build out the stubbed Lambda function that fetches a list of DMPs

[ ] Define the subset of JSON we will return
[ ] Define filter/facet logic
[ ] Define pagination
[ ] Fetch the current versions of the DMPs that apply to the specified filters/facets
[ ] Adhere to :embargo flag
[ ] Return the JSON
[ ] Build tests
