Lambda - Get DMP #87

Build out the stubbed Lambda function that fetches a specific DMP

[ ] Fetch the current version of the DMP from the DynamoDB
[ ] Call Lambda that handles content negotiation
[ ] Adhere to :embargo and :private flag (embargo mean no-show and private will hide subset of data ... for future needs)
[ ] Return the content
[ ] Build tests
