Build out the stubbed Lambda function that creates a DMP

[ ] Call Lambda that validates the incoming JSON
[ ] Call Lambda that handles EZID communication
[ ] Add the item to the DynamoDB
[ ] Call Lambda that fetches PDF if applicable
[ ] Return the JSON
[ ] Build tests
