Rachael Hu asked our team to "On this DMPTool page, could you please change the “Privacy policy” section to read “Privacy Statement.” And change the last sentence in that section to read… “please see the CDL Privacy Statement.”

Changes proposed in this PR:

I changed the "Privacy Policy" section title to "Privacy Statement" on the /terms page
I changed all instances of "CDL Privacy Policy" to "CDL Privacy Statement"
Updated Privacy link in the "Privacy Statement" section on the /terms page
