Add markup to static pages for translation

Most static pages need the special markup for translation. Only About and Terms of use have it currently. I will also need to replace any markdown with html.

All of the static pages have been updated with the translation markup @stephaniesimms. Can you please check on dmptool-dev and let me know if everything looks ok? If so we can deploy to stage and prod and then generate the updated translation files

@briri - I made some revisions to the md files in dev to fix some broken links, link formatting, and attempt to standardize spacing, etc. a few pages have some wonky overall formatting that needs attention:

• missing hr and br elements in Create plan section despite having them in the md file

• starting at the 'Security and Storage' section there's some weird indentation in places, missing hr and br elements

overall formatting looks good now @briri - thanks! below are notes of things that we still need to fix before deploying to production. I went into the dev branch static page md files and noticed that some of the links, e.g., are correct in the markdown files but incorrect on the pages deployed to stage. can you direct me to the appropriate place to make changes?

• routing error for about half of links in first section "About the DMPTool"
• update About page link "About participating" (old URL on stage - this is correct in dev md file)
