Updated the logged out version of the header

@rhu001 and @stephaniesimms do we have a page in the wireframes for the logged in version of the header section?

Here is what it looks like with the existing org branded sub menu:

the logged in version replaces the dmptool logo w/the org name and logo - see screenshot and for admins there's an extra item in the main nav

(note that 'Institutions' is only plural for a super admin)

i wondered about cases where there are links but no logo - @rhu001 it looks odd to have so much white space between them. for current dmptool we have a different order (screenshot below for comparison). DMP Assistant just replaces their logo w/an Org logo (https://github.com/DMPRoadmap/roadmap/issues/156), but we definitely need the Org name somewhere. The alternative is requiring a logo or we upload one for new Orgs ourselves, although that isn't ideal.

One other detail for now @briri - change "Institutions" to "Organizations"

change Account to "My Account" change DMP Templates to "DMP Requirements" (or something else based on user testing?) swap order for Public DMPs and DMP Requirements swap order for Quick Start Guide and Data Mgmt General Guidance under Learn menu

News and Media goes to About page currently - maybe we just remove this from the main nav? If we include promo materials and other things we can keep it as a second mega menu...

I can only upload logos for orgs that don't have Shib configured. If I try to navigate to the "Orgs" page in the Admin menu w/my UCOP affiliation, for example, I get this error:

You can implement the new branded header with "contained" areas now @briri and see what it looks like. Current branding looks like this:

All of the changes mentioned above are complete and I'm no longer receiving the above error. closing this old header ticket out. Please create new tickets for changes to the headers as needed
