'My Dashboard' and 'Create plan' not visible for non-admin users #204

When I log in as a regular user (non-admin) I don't see the nav options for 'My Dashboard' or 'Create plan' (screenshots below). They appear for Org and Super Admins as expected. Just need to replace them for non-admin users.
