Spacing and style issues in footer

• 'Top 5 Templates' area only displays 3 templates. There should be 5 and not a numbered list. If possible it would be good to shift this info to the left slightly so it doesn't run so close to the edge of the window. And that way the 'More' link can appear to the lower right rather than directly below the list.
• The footer spacing for items below this area needs some tightening (use current dmptool prod footer as a guide). Reduce white space above About, Terms of Use, etc.
• The blue line weight should be heavier
• 'RSS feed' in the news banner should be justified right as in the current prod version
• Twitter and RSS icons are weirdly tiny; make them larger

looking much better. i have a few more nitpicky requests:

• move the Twitter icon to the right to reduce space between it and the RSS icon
• remove the numbers next to the Top Templates
• add some whitespace between the Top Templates underline and the template names so they're more aligned with the icons on the left; this should also push that 'More' link down to be more aligned with the More links on the left
