upgrade Apache 2.2 to 2.4 #215

this is an infrastructure task but want to mark it here to keep track. This will be for the Linux 2 upgrade. Also do an assessment of what other tasks will be needed.

Would like to have @jimvanderveen take a look at the vhost file when doing the apache upgrade to make sure its in line with the vhosts for our other services.
