Language selectors in top nav and Edit profile don't change language #227

When I try to switch to Brazilian Portuguese using the language selector dropdown in the top nav nothing happens. Language remains English. This is the case whether I am logged in or not. I also can't change the language using the selector in Edit profile (screenshot 1 - language set to Portuguese but page is in English).

I just noticed two things that appear in Portuguese:

green or red banner notification messages (screenshot 2)
subject line of email but not email content (screenshot 3)

Hmm languages aren't working at the moment because I started to migrate our code to the new translations.io structure. Once Sam has that in the Roadmap code we will be able to fix this.
