ORCID will have an outage affecting the Public and Member API and the Registry on Dec 15. Awaiting information on outage window (API Users Group Listserv)

[ ] ensure code is processing error codes received from ORCID API to display an error message to users.
[x] define a notification that displays to the user prior to the outage window.
