Generic issue for capturing CSS styling changes required for DMPTool (logo, colors, fonts, table layout, etc)

Note: reduce font sizes and economize page layout for Project Details especially so users don't have to scroll down to find the Submit button
remove heavy grid lines for tables
remove solid color bar for accordions (switch back to white/plain) and move +/- to left side; do this for all accordions on write plan and template pages (screenshots 1, 2)
make message bar at top of page shorter/slimmer (screenshot 3)
tab styling (screenshot 4)

@briri Font style: Arial Color Hex: Dark Blue for Header Font, H1 background banner, and H2/H3 font color (0E5682) Color Hex: Light Blue for Footer background (d8e3ee) Example of dashboard page with general styling applied.
