Stub issue for a new wireframe @rhu001

Updated sign in wireframe. We may want to turn the "Create account" link into a button for the sake of uniformity.

@briri We may need to make the font for the "Step" lines a bit smaller. And if we're not using longer labels for the buttons then we can make the buttons smaller.

so they aren't really phrased as questions anymore. trying revising the three options as follows:

Option 1: If your institution is affiliated with DMPTool.

Option 2: If your institution is not affiliated with DMPTool.

Option 3: If not affiliated and you need an account.
