Setup the DMPHub v2 Rails application in the new AWS environment

Setup a temporary app in the dmp-hub-ecs repo that is hosted by AWS Margate and using a CodePipeline to build and deploy.

Not sure if this will be the final home for the new DMPHub pages at this point
