[x] Ensure that the new dev environment is online and functioning.
[x] Ensure that the site has a homepage (we redirect to DMPTool at the moment)
[x] Update the data stack so that S3, Cognito and DynamoDB are protected from accidental deletion.
[x] Have IAS point dmphub-dev.cdlib.org to point to the new DMPHub dev system

this is done. we have been running the system in production since January
